(Offline Mode) Bass Reeves and Wilhemina Sasse questline Merged

If you find Bass and do any of his quests before being told to locate him by Wilhemina, you hardlock yourself when accepting to locate him from Wilhemina and he loop into intro dialog and no quest progress can be made.
