I noticed that when using the Utopia Apogean Card, the "Marksman" Bound mobs would still aggro regardless. I have not been able to test whether the other ones aggro'd or not as I was running threw, but each and every time, I would get the Red Laserbeam from them while the other bound mobs are not aggro'ing at all.

To confirm, when you were being attacked by these Marksmen, had you engaged in any other kind of combat -- either with the Marksmen or other enemies nearby?
I think this issue isn't just that card - The Breakers (mortars), the Marksman/Snipers, and the Explosive Bomb ones that run at you all seem to have a very high detection score, or aren't being impacted by a character's stealth value.
