Baas Reeves Quest Won't Update in Offline Mpde Merged

Hi. I'm playing in offline mode and I received the quest to talk to the lawman. Ive been there at 3 times, and every time I talk to him the two quests I have won't update. I would appreciate any assistance you can offer.
