Search for the Lawman quest bug (offline) Merged

Search for the Lawman quest bug.
After talking to Lawman quest does not finishes itself in Offline mode. And NPC is stuck into a 1 phrase loop and cant be talked unless i log out of the game and load it back. Then i can talk to him again, but cant finish quest.

Steps to Reproduce Talk to Lawman, tell him it was Sasse that told you about him, he will thank you and then will be stuck in 1 phrase conversation. No rewards, no quest finishes.
