Excellent enchanting focus requires lustrous ink, which can only be made at the excellent mortar. I cannot get the mortar as it costs 100 t4 essence, which seems to require me to go to the Ascended Antiquarian realm. Which is a card that needs to be crafted at the excellent enchanting focus.
I have now, I was unaware that I could enter the vaults without a card, which also requires the lustrous ink.... thanks!

Have you gone through any of the Vaults in The Watch? These should have Tier 4 essence as a reward, allowing you to make the necessary purchases.
