I did tower of power quests out of order and now I cannot obtain Herbarium card. I did the battle twice for Herbarium, no card given and unable to progress. I leveled up my equipment and accidently bypassed the Provisioner card. Went back did the Provisioner and now locked out of Herbarium card.

Thanks for bringing this to our attention. To confirm, if you open your Guidebook and search for the Herbarium Card, it is not present as a craftable recipe?
