Mobs in sites of power low level when tutorial is skipped
In online play select to skip tutorials on character creation screen, all sites of power in the realm will be super low level and trivial, while normal map mobs are correctly set to lvl 40.

1. Select to skip tutorial. 2. Select starting abeyance world. 3. Select extreme difficulty. 4. All monsters in sites of power are very low level 4, 7 and 27. All monsters on open world map are correct
