In addition to aesthetic changes, Minor Cards can be quite powerful. Inclusion of more downsides (other than the constant damage of Blood Moon) could add interesting effects.
Example: Industry, with its smog and industrial benefits, could also have effects like acid rain, which can cause damage to crops in exchange for its benefits, and further environmental changes like reducing the amount of foliage on plant life. This would also serve as a reminder that industrialization of a pristine world comes with its downsides.
