Blunderbuss+Charm reward confuses players because it needs upgrading to use the Charm

So, I remember thinking I was doing something wrong when I couldn't attach the Charm given with the Blunderbuss without upgrading.

I've since answered dozens of questions from people thinking the same thing.

Could we please:
a) reward with the Charm in a more logical step of the quest OR

b) say really clearly how to use it - I do read all text and it escaped me

Neat. Second realm, someone gave me a blunderbuss and a sniper's charm, goes on about how I'm supposed to use the charm, and the charm won't apply. -_-;
