I have been running around the starter island for 8 hours now, trying to figure out how to craft or get a level 20 outerwear item. Everything else is level 20, and it's the only quest I have, to get to level 20 gear. Is this a bug? An oversight? I've watched videos on getting level 20 gear, and the ones from 2 months ago don't have outwear. If it's in the game, it's ridiculously frustrating to find. Honestly, if I hadn't past the refund timeline, this would make me refund the game. I've been going nowhere for hours now.
EDIT: I found the missing piece. Apparently the outerwear is called a cap. Dumb. English better.
