Roof Tops and Planter Boxes

Making this bug report on behalf of Soulfox in the Discord.

Bug:
Stave roof marks planter boxes as sheltered instead of exposed when placed on roof tops, which will not allow rain to water.

Notes:
Flat roof was used, and it seems moving these items can sometimes find the sweet spot, but mostly just not registering when placed upon open area.
Nothing above has been built either, just skies.
