While mining in a cave my stamina stopped regenerating. Fully fed and rested, inventory weight at 70/100 didn't happen to my duo whose generated world I was playing on. Ran down to zero and it prevented me from taking any actions requiring stamina.

same issue here, I was completing a puzzle in Gloriana's tears when it happened to me
In my case I was traversing Welkin's Reach and trying to glide to some of the more inaccessible POIs. The sequence of events was: -
1) I Glided towards a floating rock and landed on the side barely clutching a small ledge. Above me was a blue jumping platform.
2) I used my Rugged climbing picks to grapple to the top where upon I was launched into the air. As I as was still holding the picks and in a grappling state.
3) Since I was now a projectile and likely to fall to my death I tried to equip my umbrella glider but for some reason was unable to do so. I repeatedly tried but now believe the game had set my stamina to zero as well.
4) I feel to the ground and was revived by my companion.
At this point my stamina was zero. Furthermore I could not switch tools, use potions, sprint, jump, or do anything to defend myself. I managed to get back to a shelter I'd created with a bed and rested. However, on waking my state was unchanged. Reloading the game seems to have fixed the issue.
I have similar issue including unable to run (Jumping was working). It has happened so far only twice and in desert realms . 1st time was in Ascend something desert, it happened right after I killed Sun Giant. I had my NPC with me. (playing solo, minor card was hunter). 2nd time happened at The Watch, Fae Vault Desert (there was 2-4 other players), 1 or 2 bastilles before Fable Sun Giant.
First I cant run and every move which uses stamina, drops stamina bar but it wont regenerate back. I can use stamina potions for more stamina. I didn't have any negative effects, overweighted etc.
When going through any portal removes this issue.
