Gloriana's Tears for the Sombre sight of power to get the Hallowed Moore card, which I did, twice, and have the card, but it still shows in my journal.

There is a second site of power to do in Gloriana's tears for three more cards and two more fonts to unlock it all. But i suspect once you use the card and go to Hollow Moor to meet Victor, E A Poe, Danu and Ludovine and do Puck's quest line that it will clear it up.
