Unable to progress in main quests

I am doing the "Surviving the Faewilds" quest and am unable to progress because Puck will not appear. My quest says return to Puck, and if he has not appeared nearby, try moving around. I have circumnavigated the entire Abeyance map and he has not appeared.

      This happened to me too - I slept and went around all over (though not the whole map), but he finally popped when i logged out and back in at the Crossways!
