If this is saying what I think it is, I'm having the same problem.
I built a tier 3 estate cairn, but the job capacity is the same as my Tier 1 cairn. The cairn UI shows 6 jobs, and the bottom says "Upgrade your Estate Cairn to increase job capacity."
