not using full video card, limiting frames unnecessarily

while playing game GPU usage never went above 91% usage,usually in the 80s as well as my frames never exceed 62 as if im being limited even though it should be utilizing card better, fps limiter off, EVGA 3080 card cpu 5800x3d
