Puck never appears when getting to the portal in the quest Bound's Lair. Because of no Puck, the activation doesn't begin on the portal and there is no credit for the quest. I did a search online and apparently many have had the same issue!
I am not sure Puck appearing has anything to do with this, though it might. For me, the problem also affected the portal after the bear boss battle in Sylvan's Cradle Site of Power.
If Puck appears at the portal in the Bound's Lair quest, it is because that is the first time you pick up a Synchronous Lotus. In my case, I had already picked up a Synchronous Lotus, and heard that speech, so Puck did not appear when I got to the Portal in the Bound's Lair quest. But, I had the exact same problem with being unable to activate the Portal. I saw the pedestal with the glowing blue pyramid atop, but when I pointed at the pedestal, I say only a white dot, and no key allowed me to interract with the pedestal.
