No Dent and Daughters Quest

I cannot buy items from Barnabas Dent. I don't show the Dent and Daughters Grand Opening quest in my quests or my completed quests. I have spoken to Dent and run through all possible discussions 3 times, have gone through all discussions with Quartermain. Still no quest, meaning I can't purchase higher quality weapons.
