Yeah, there's other panels that also have issues with controllers. Sometimes fueling pop-ups just . . . don't recognize the controller unless you use a mouse and move the pointer. I suspect it's also what's the issue with navigating the build menu with the D-Pad instead of the movement stick (and it should only be one or the other in that case, and if the down d-pad is going to be used to also close the build menu, the other directional D-pad buttons shouldn't work in the build menu).
