Have you purchased the recipe for the basic Refined Bolt Action Rifle? (It should be under the Tier 2 tab in the Tools section) The recipe for the .433 Rifle Ammo Cartridges should be bundled with that item and won't appear if you haven't purchased it, even if you have purchased other types of rifles.
