Placement of structures, benches etc sometimes conform to the terrian, but often don't place in the appropriate "plane" (they can "lean" into the floor or other directions).
This also happens when placing on foundations; they seem to follow the underlying terrain rather than the surface of the foundation/floor, usually when the underlying terrain is not very far from the surface of placement.
This also happens on floors well above the ground. My standard building tileset is Crude Stone, which may contribute to it due to possibly bumpy texture.
This is most often a problem when trying to place workstations for estate workers. They don't like to snap to the same plane as the floor.

Correction: I was stating that the tileset I was using when this happened was Crude Stone. I included that detail in case it was relevant for finding the problem. I've also seen this happen in POIs and other more visibly smooth tilesets, but I primarily use Crude Stone, so I know it regularly happens on that.
