Unable to unlock Hunters breeches

I've made it to the watch and have fully bought out the Essence trader "Marvin" who sells the gear - however, the hunter's breeches (which i would love to make and use) are locked even though i have purchased the recipe. when i click on the recipe in the shop it says "This item contains requirements you haven't unlocked. Purchase the items in this shop to unlock all requirements" However i have fully purchased the entire shop. so I'm unsure how i can unlock this crafting recipe.

i have noticed that there are only the hunter breeches and the hunter's hat, I'm unsure if there are supposed to be more items in the shop and perhaps that's why i can't craft the breeches because the other hunter's items aren't up for sale. i can craft the hat, but nothing else. I've also noticed that there doesn't seem to be any tier 4 shirts? only coats, hats, boots, gloves and pants. I'm unsure if this is intentional.
