While exploring I accidentally accessed the Sombre Site of Power prior to the quest sending me there. When I then went back to complete the quest, I was unable to as the Site of Power (and specifically the Bound Knight Sentinel) was already killed.
Successful Workaround- Resetting the Gloriana's Tears map (or accessing a friends map) lets you fight the Bound Knight Sentinel again and complete the quest.
