Probably a Steam-only issue, but worth mentioning in case others run into it. But basically the game is hung at the "Authenticating with Steam" prompt if Steam is updating any other games. It might only happen specifically when the update is writing to disk.
No real workaround except to wait for the updates to complete, or pause updates.
Can resume Steam updates after logging in.
