Unable equip items by swapping when using the gamepad. When pressing the equip button, items will only go into empty slots

are you holding the D pad to pull up the wheel? left on my controller is for the weapons and right d-pad is off handed/umbrella. Also you can tap the d pad to move through them one by one.
