After talking to Nellie Bly for the first time in Gloriana's Tears and she gives you the quest to get the 3 items and says there are two paths you can take. I explored the realm a little bit and then returned to respite and logged off. Logged back in later and noticed I have two side quests of the same name, A New Rumour. When talking to Wilhelmina she has a ! above her head and has the nightingale icon next to the dialog options like it would to advance the story of a quest. but when choosing said option she just states she doesn't want to share anything right now.
Once you have progressed a little further in Gloriana's Tears - assuing you elect to take the peaceful negotiation path and unlocked two secrecy fonts associated with it - you will go the fight accociated with that place of power and claim the Hollow Moor card. If you return to Willhemina at this time she will tell you her rumours - the people it refers to are in Hollow moor so she can't talk about them till you unlock that.

After talking to Nellie in Gloriana's Tear and exhausting her dialog to open up the to 2 main quests for the zone (Dark and Glory), warped back to Abeyance realm to talk to Wilhelmina as directed by the duo of side quests that opened up from the interaction with Nellie.

Wilhelmina has a "!" above her head but upon rolling through her dialog options of "have you heard any rumors" and "have you heard tell of anyone notable in the realms?"
she replies with,
"not that im quite ready to share"
creating an annoying dialog loop
returned to Nellie to see if revisiting all of her dialog options would "complete activation" of the Wilhelmina side quest but no difference was observed.
closed game and steam client. restarted steam to verify files. no change to quest dialog.
After completing the site of power to unlock The Gauntlet, Your able to talk to Wilhelmina and complete the first A New Rumour quest. Assuming you wiull be able to complete the second quest after doing the other Fonts of Secrecy.
