either build a temporary ramp to reach them and complete them or climb up the wall with the climbing picks - both work :) You can also complete the lights on a lower hanging spot then place the completed lights where you want them after. (I have used all three of these tricks on some double height ceilings.) I believe this issue is something to do with the line of sight checks, just like the augments distance to the workbenches .
