when in building mode I can't select the building menu, I only get it up when I connect a controller in! The only way to build on a keyboard and mouse is to open the guidebook and the select place!

I had the same issue today (just restarted playing, so I never used the new interface before). It is impossible to select tabs with keys 1 to 5 (or 6 maybe).
As a note, my keyboard is AZERTY, so it may work with a QWERTY one where 1 to 9 are really 1 to 9 (on AZERTY, it's &é"'(-è_ç instead). The correct signs are displayed on the shortcuts but do not work.
With a controller, using right button / left button navigates in the menu as intended.
I'm confused, keyboard/mouse player here.
Use B to open the book of buildable recipes, this also opens the build menu.
Use X to open and close the build menu.
Perhaps you rebound X accidently?
