Nightingale Community Portal
When building using the Regency tileset, the Railing cannot be placed if the wall underneath it is the "jetty window" wall. It places without issue over any other wall in the set, but remains red as if there were no support to place it on if the wall is the jetty window.

If you take out the second level floor, place and built the railing, then put the floor back it works
