When I spoke with Wilhelmina about the Lawman, it gave me the option to pass his secret about the fugitive to her. I declined. She expressed disappointment and said "it's too bad you won't get the reward." I clicked "Wait, reward?" and she teased me some more. I ultimately elected to keep the secret, but when I did that, it gave me the reward and achievement as if I'd given her the secret.
