Assuming you've followed all the quest's where they all tell you to go to the site of power, you need to get the buff from the observatory that the last quest you had shown you.
At the top of that observatory, once you finish all the items in it, there's a TP pad at the bottom that sends you back up to the top, and a staircase has opened.
This buff last's for 10 minutes, but you really only need it to get passed the initial area of the well.
