Unlock "magical" tool secondary abilities with fey deals

Being able to boomerang a sickle or shoot ropes from a climbing pick is not "normal".

These "magical" secondary abilties should not be standard but instead unlocked by making deals with fey.

Optionally, just research them under the magic tech tree, but this is less interesting.
