The base Culture Pack in the game should certainly be "Victorian England" and the original gaslamp vibe.
So things like the Bhutan tileset are IMO completely out of place and should have been relegated to a DLC that is either a tileset or a culture pack.
A suitable DLC might be a "culture pack" like "East Asia" which could include not just the Bhutan tileset but Chinese Imperial Palace. Choose an iconic historical time roughly contemporary with Victorian England (doesn't need to be exact, just needs to be visually exciting) and have corresponding outfits, tool skins, gun skins, etceter.
Surely the Mist phenomenon affecting Earth will have reached various parts of the world?
And if England had portal technology, no other major nation would sit idly by and let them be the only world power with such technology, resources, and connections.
As this would be a significant departure from the base game's cultural vision, it would be appropriate to put it in an optional DLC. And the assets required and programming to integrate it into the base game would qualify it for a paid DLC, especially if ongoing updates were ensured for future updates to the core game.
