If you place Pagoda stairs ontop of Pagoda upper floor the feet of the stairs will clip through the floor which is ugly and irritating.

I think it would be neat if the tier of the materials determined the bonus we got from the augment. It would also allow us more decorative freedom as we could use whatever augment shapes we liked as opposed to only the top tiers.
