Goal Tracker Sometimes Cut Off Outside Crafting Stations

Sometimes when playing, I see that the Goal Tracker scale changes between when I'm in a crafting station's menu and when I'm roaming the world. There doesn't seem to be any rhyme or reason to when it does or doesn't happen, as I've encountered it both in online play and in offline play.

The attached screenshots show the view both in and outside the crafting station (F2 doesn't seem to work when in the crafting station's menu).
