Got to the Belly of the Beast Quest to talk to Oisin McAvoy who is in the Magwytch Site of Power. Am unable to get into the site of power after completing the fine 5 notes quest. Have spoke to both Nicholas and the NPC dude outside the Site of Power and still cannot get in. Ended up using my picks to get to the top to kill the boss of the site of power but did not get credit. Not sure what to do from here as im not able to get to Oisin to continue the quest line.
Not the notes that are needed, you need to flip the 4 switches at each factory, then Nicolas, then guard will let you in.
Got this problem myself, but likely more so due to multiplayer shenanigans; was able to get in without all 5 notes (after doing all the factory levers) but for some reason didn't trigger the progression past Oisin- was able to continue properly with my friend, only to not be able to get back to Oisin later both for Truth of the Matter and for Belly of the Beast. Problem is entirely on not being able to pass the barriers after initially triggering passing them in my situation.
+1 on this as well. I've done every quest up until Belly of the Beast, and Nicholas doesn't give the option to ask him for the password for the site of power. As a side note I've also already beaten the Queen of Magwytch and opened up Gloriana's Tears, and those parts progress as normal.
Maybe killing the boss causes some sort of sequence break and bricks the quest?
Did another playthrough (on Explorer for speed) to get to this point quickly, broke the quest again. I have two suspicions for what might have caused it:
"Belly of the Beast" quest objective "Enter the Site of Power" was updated to "Talk to Oisin McAvoy" after having walked around the base of the tower (F2 attached for the rock opening where it happened). Talked to the guard immediately after the update and did not get the conversation option to let me in, and gate blocked me.
While talking to Nicholas, told him first about the factory mission being complete. Instead of pursuing that dialogue further I immediately took the option to complete the file mission (screenshot attached for the conversation showing the dialogue where he told me to "take this letter" to the guard at HQ, just before taking the option to finish the file quest).
I suspect the first most because of the quest update before talking to the guard, but without the ability to "save-scum" can't verify either or neither.
I'm not sure if this is relevant, but before I tried to go in I walked along the exterior and got a quest update to talk to Olsin McAvoy. After that I tried to go in and was blocked. Talked to the guard and didn't get the option. Is it possible that the erroneous quest update has something to do with it?

+1 on this, also experiencing this issue. Can go down inside after using picks to climb up to the top, but the inside area to get to oisin is blocked off still, assuming it would open up sequentially from the inside as you progress through it normally. 62GS with no other side quests left to complete and can not get through the front gate. Nicolas has a dove icon(indicating relevance to a quest) when asking about his children, however this dialogue doesnt progress beyond that option and doesnt start new quests or allow for entry into the site of power. The guard sends you to Nicolas, Nicolas doesnt help.
