The Dauntless Wood Axe/Mining Pick are tier 4 and require a Martial Axe Head and Hardened Pick Head. The Mystic Axe and Pick are tier 5 and require Artisanal Axe/Pick Heads. I have have unlocked Gloriana's Tears and learned the engram for the Dauntless axe and pick but can only make the Artisanal axe head and pick head. The hardened pick and martial axe heads are both still uncraftable. I just checked and I can't use artisanal heads to craft the dauntless axe or pick.
