Patch Notes Explanation? (Structure piece swaps?)

Hi team!
I had a couple clarifying questions and possibly a bug report. Wasn't entirely sure where to put this.

In today's Patch Notes for Nightingale City going live, there's a note for:
"Structure pieces can now be swapped to different styles in build mode."

However, I and many others have been unable to find this change, or how to get it to work. I remember it being said in a live Q&A that it was in the dev version, and should arrive with the Winter Update, but I assumed it had been backlogged since it never came, and possibly had issues.

Is there something I'm missing or a way to do this?

Another point, the Patch Notes mention the Frontier set, wrangler clothing, and decorations, which was the Anniversary update, are the notes fully correct on which is part of this update by chance?
