applying a charm reduces item level Merged

Adding a charm of rage to my mystic axepick causes it to change from a level 110 item to a level 96 item.

    Okay, that must be annoying. Was there a charm on it before? Not entirely sure how charms and gear level interact. I've seen it go up, never seen it go down before
