Charm Lowered Item's Level Merged

Crafted a new Mystic Axepick to hopefully be able to mine resources that required 100 item level, after crafting the Axepick, infusing it and adding 3 spells to it, it was item level 100, after applying a charm of blood, the item level dropped back down to 88, makes me feel as though i wasted resources and efforts to craft it
