Build options disappear

Anytime I try to bring up the build options, they appear briefly then vanish leaving only the ability to build chairs. It was working fine until this latest update. I've reloaded and verified the steam files, but nothing shows corrupted and reloading the game doesn't help. I can't expand my home or add anything to my work benches.
