Identical items of different teirs appear to follow arbitrary but consistent sorting that isn't lowest to highest for all items. Noticed it on bound fibers, arcane wick, foil paper, plant fiber. Some others seem fine
2,1,3,0 seems to be what they follow (I don't know about higher teirs)
