Yes, the bug is bugged. It's just sitting there, doing nothing, perpetually immune. Logging out and logging back in didn't fix it.
Will update this if letting the realm unload before I go back fixes it. I would really prefer not to have to reset the whole realm and re-do the first part of the well :(

After leaving the realm and letting it unload I came back and now there is no boss at all. I cannot progress.

And finally, someone else suggested sleeping in the realm. That thankfully reset the boss.
