Quests in the Journal should mention where you can find the NPCs to hand them in.
For example: The "Gathering Provisions" quests tells you to hand in items to Joan of Arc, but doesn't indicate where Joan of Arc is found. Having taken a break for a while in questing I don't remember where I encountered her, so I had to google for it. I'm always of the opinion that games should have a pretty good reason for making you do google research and I feel this is something that could easily be included in the quest text as it does already explain where/how to get the items needed for it.
