Pop-up in the middle of the screen when building

Whenever I build anything there is a pop-up with the conditions that covers a significant portion of the screen; making it hard to place items that do not snap into place. The pop-upo has no information that makes the current placement essential, it could be moved to the edge of the screen and be just as useful, or just as useless as I see it.
