RAM: G.SKILL 32GB (2 x 16GB) Ripjaws V Series DDR4 PC4-25600 3200MHz
I am having very bad FPS issues, and have had these issues ever since release. I am barely able to get above 40 FPS at the maximum, and it can get as low as 15-20 in certain areas.
My settings are all set to performance via the "Quality Preset - Performance" setting, and I am playing in borderless windowed mode at 1440p since the game does not allow us to play in fullscreen. I am using NVIDIA DLSS, set to Balanced, but I have tried other DLSS quality settings as well and it doesn't change much if anything.
I feel that if I exceed the listed recommended specs on the game listing on Steam, I should be able to play the game at higher than 20-40FPS on all the lowest graphics settings. I don't expect to be able to play in Ultra Quality mode or anything, but having everything set to the lowest settings and still having these performance issues is extremely disappointing.

Thank you for providing your system specs and bringing this to our attention.
If possible, while experiencing the poor performance, can you please take a F2 screenshot and attach it in the thread?
Update:
A possible workaround is to freshly restart your PC, have all other programs / tabs turned off, and run only Nightingale while we continue to investigate. If there is a change in performance after taking this step, please let us know!
Here is a screenshot of when it's at about 40 FPS. There wasn't really much going on visually either, so I'm not sure why it's so low.
