I had completed two Bastille's of Might before getting the Blinding sounds quest.. I was able to complete a Bastille and get the Echo, went to one I had completed and did find the Echo, but at the third, which I had completed I cannot find the Hope Echo.. I do recall looting an Echo 'Outside' before activating the Bastille. So I am unable to progress the quest to the Watch without completing this quest...
