Queen's Brae final hope echo

I located the last hope echo at the top of the building south of the church. There is a gate blocking the area. I can see the hope echo and a bag with coins. Next to the gate I'm trying to open is a lamp. I think I have to use a switch or solve a puzzle. The building directly east of this spot has a window you can climb into but the interior of that building looks like the back rooms; like an area that isn't meant to be accessed and is unfinished. I can get directly underneath the hope echo but there is no access from that side. IS THIS A BUG OR AM I NOT LOOKING HARD ENOUGH?
