Chamomile and Tulip are only initially found in Hollowed Moor at Danu's house. They are T1 resources and their attributes don't justify the late appearance.
Dhalia, Cape Aloe are T4 resources that show up in the all desert biome realms, including in Antiquarian, where T4 is overpowered.
The early access to Dhalia and Cape Aloe makes almost every other flower a waste of time. The resources should be more properly spread according to progression, or else their attributes re-balanced so that it's less a matter of tier and more of particular attribute combinations; attribute diversity is poor for all resources at this time, so re-balancing would be the better option.
Wheat and Oats do not have appropriate attributes for the higher-tier recipes they are used in (millet is too costly by comparison and thus requires an inordinate amount of time harvesting), and they keep showing up in tiers well above their usefulness. There should either be other grains that are upgrades to them, or their attributes re-balanced; there are plenty of grain options to choose from, but attribute re-balancing is seriously needed.
Related to the poor attribute diversity, there is a hat with a recipe that calls for a flower, but no flower is good enough to justify the recipe as it is; metals, cut gems and even fibres are more desirable than any flower by the time its use in clothing has been unlocked. If flowers are to be used in crafting they should appear early in progression rather than late, unless re-balancing makes them competitive with other materials. In general, clothing recipes need to be entirely re-done, or else their base stats adjusted to justify downgrading recipe options of higher tier items relative to lower tier items (example: a T2 boot calls for leather, cloth and metal, but T3 boots call for felt, which by that time has become totally obsolete as a single-component material. I used the same T2 boot instead of unlocking any T3 boots because of that disparity).
