The steam announcement says that servers are back online but my game does not download the update and when I log in it tells me that the servers are unavailable and to check for planned maintenance and outages

update, i got it working, I had to manually do a file verification
I tried entering a beta branch, letting that update, then return to the normal game, and it reupdated to the 0.5.4a version, it still tells me that the servers are down.
I have restarted steam, done a full computer restart, etc. I have been able to download an update for another game in my library during this time.

Please try restarting Steam to make sure that it is fully up to date. This should help to kick start the update for you.
